SWANSEA — With a tight deadline, the town today awarded the Swansea Dam reconstruction project to the low bidder for $443,000 after researching the company’s experience and credentials for the past week, officials said.
The Kenefick Corp. in Quincy received an “order to proceed” within the next 10 days, Selectmen Vice Chairman Robert Marquis confirmed.
Town Administrator John McAuliffe had told the board earlier in the week “we’re still working through the lowest responsible and responsive bidder.”
He said he hoped to award the bid this week because a $459,000 state grant requires the work be done by June 30.
Eleven companies issued bids, including Aqua Line Utility Inc., East Bridgewater, for $449,335, and Biszko Building Systems, Inc., Fall River, for $446,800.
The bids to restore the entire dam on Main Street adjacent to the junior high includes rebuilding the stone face and abutments that have been compromised.
Officials said the water flows could breach onto the adjacent roads that include Neck Road and Hortonville Avenue.
McAuliffe told selectmen this week that in concert with the engineering consultant they had concerns over the depth and breathe of projects completed by the low bidder.
He noted Kenefick performed the Swansea boat ramp repair project but this one “is a little more complex.”
McAuliffe told the board the low bidder had “a little less experience” than the next qualified and low bidder, and said Kenefick appeared qualified. He did not, however, have a final position and was working with the engineer on further checks of its work.
Selectmen reiterated its authorization for McAuliffe to award the bid.
According to Marquis, a full-time consulting engineer will be on site through the project, which he said would cost $83,000.
